Numbers relating to international and satellite routes All international and satellite numbers with a prefix starting with 00 whose rate, including VAT, exceeds the following price curve: a) 35 euro cents connection charge; b) 3 euro cents per second. As part of the permanent block, operators must also include numbers with the prefix 00 whose price per second is equal to or greater than 2 euro cents, in the event that critical issues or anomalous traffic phenomena occur on these numbers.

for which there is a service cost that falls within the price thresholds set out, for type 41 codes, in Table 1 of Attachment 1 of Attachment A to Resolution no. 26/08/CIR, amended and completed as per Article 2, paragraph 1 of Resolution no. 34/09/CIR;
or that provide access to subscription services supplementary to the main contract for the supply of the telephone line or service with the telephone operator and provided exclusively by the same operator (such as call transfers).

General notes:
The operators that own these numbers are responsible for ensuring that the use of said numbers is compliant with the provisions of this order.
The telephone operators constantly monitor numbers for which anomalous traffic reports are submitted and communicate, on a quarterly basis, the numbers identified and the corresponding updates to the technical committee as per Article 6 of Resolution no. 418/07/CONS.
To this end, within three months of this resolution coming into force, the operators carry out the necessary automatic procedures to collect the statistical and detailed data relating to all numbers with critical anomalous traffic issues, including those currently excluded from the basket (e.g. 178 and 199).
